Erasmus + Jean Monnet Module
A Jean Monnet Module is a short teaching programme (or course) in the field of European Union studies at a higher education institution.
Each Module has a minimum duration of 40 teaching hours per academic year and must focus on one particular discipline in European studies or be multidisciplinary requiring the academic input of several professors and experts.
The aim of the modules is to promote research and teaching experience among young researchers, scholars and practitioners in EU issues, foster the publication and dissemination of academic research, create interest in the EU, foster the introduction of an EU angle mainly into non EU related studies and deliver tailor-made courses on specific EU issues relevant for graduates in their professional life.
The course on European integration declared by Ukraine requires examination of the experience of European countries in meeting the challenges of food safety control system, which, in turn, poses new challenges and requires the formation of new priorities in training future food safety experts.
The objective of this project is to organize a course on EU Food Safety Control to promote understanding of the key elements of the food assurance system of the EU. The course will have an added value from the point of developing and modernizing the curricula and understanding the role of the EU and national bodies in managing the food safety policy, and thereby providing students with relevant knowledge for the employment market.
In 2019, Jean Monnet Modules and all other Jean Monnet Activities celebrated their 30th anniversary.
In 1989, the Jean Monnet programme was launched to support academic research on European integration in its Member States. Thirty years on, the programme continues to fund teaching and research on EU policies and fosters dialogue between academics, decision makers and civil society actors around the world.
Within Jean Monnet Activities Erasmus+ Call for Proposals EAC/A03/2016 the EACEA received 1177 applications out of which 32 were deemed non-eligible and 1145 were taken in consideration for further evaluation:
- 571 applications for Modules,
- 185 applications for Chairs,
- 58 applications for Centres of Excellence,
- 78 applications for Networks,
- 235 applications for Projects,
- 18 applications for Support to Associations.
As the result, 138 projects have been selected from Programme Countries and 90 from Partner Countries.

One of the key priorities of Ukraine is the strategic integration of our country into the European Union, which is determined by its close geographic location and interaction in trade, first of all by agricultural produce. Legislation and strategy of the EU in the field of food safety assurance is being constantly changed and improved due to experience and study. According to the Association Agreement Ukraine has to approximate its sanitary and phytosanitary (SPS) legislation to the EU requirements in order to obtain authorization for export to trading partner countries that recognize the EU control system.
In 2016 Ukraine’s Cabinet of Ministers announced the State Service of Ukraine for Food Safety and Consumer Protection (SSFSCP) as new competent authority for all products of animal origin, plant origin, foods and feeds on the basis of Veterinary and Phytosanitary Service. The transition to new food safety service revealed that there is still a poor awareness of the food safety concept and the key aspects of the EU official food safety control in our country, which is also confirmed by several European projects currently running in Ukraine. The latter is a result, at least partially, of the insufficient information in the field of food safety control and responsibility, and of serious gaps in the training curricula of the future veterinary experts. The interdisciplinary nature of food safety assurance demands complex knowledge of future food safety experts. The developing organic farming in our country require food safety specialist averred in main European demands to such kind of products.
